La Mancha Avenue Traffic Calming Presentation – April 26, 2018


The Village of Royal Palm Beach Council directed staff to perform a traffic study on La Mancha Avenue. The study was performed in accordance with The Village of Royal Palm Beach Traffic Calming Policy. A copy of the policy can be viewed at

Based on the results of the said study, it has been determined that La Mancha Avenue is a candidate for traffic calming. A copy of the study can be viewed at:

Traffic calming may generally be described as the use of physical measures to reduce the negative effects of motor vehicle use, alter driver behavior and improve conditions for non-motorized street users. After careful consideration of the characteristics of La Mancha Avenue, it has been determined that speed tables are the most appropriate device for reducing vehicle speeds. The devices will reduce speeds by 7-8 mph and with lower speeds accidents will be less severe. Unfortunately, there are some negative consequences associated with the humps. Emergency response times are increased and the devices increase vehicle noise.

As indicated in the traffic calming policy, a ballot has also been sent to each of the addresses adjacent to the roadway in question. There will be a special meeting on April 26, 2018 at 6:00 PM where the Village’s traffic engineering consultant will provide an overview of the plans and will be available to answer questions. The meeting will be conducted at 1050A Royal Palm Beach Boulevard in the Village Meeting Hall. Ballots will be accepted until May 10, 2018, and only one ballot per household will be allowed.

After the voting period has ended the Village will tally the votes. The Traffic Calming Policy requires 50% plus one of households in the study area to be in favor of the speed tables in order to implement the traffic calming plan.  If the plan is passed Village staff will add the final design and construction funding to the next budget cycle. Construction of the humps will occur approximately nine months after council adopts the said budget.
